Sadly, it's difficult to find any positives. The building itself is partly 17c and could be a great place to stay, but needs major investment.
The hotel is grimy and unhygienic in my opinion.
The decor is tired and depressing, although some attempt had been made to freshen it up in places .
On entering from the rear courtyard, you see fish taxidermy that is past it's best and in a very poor condition.
There was a strong smell of a very, very, serious drainage issue within the building and attempts made by staff to mask with air freshener. The smell was so bad that I had to ask to change to another room and little interest in my concerns by the receptionist, who declined to come up to the landing and my room to witness my concern.
The toilet flush was weak and had to be aided on its way with a toilet brush.
During my stay there was no heating overnight, due to boiler replacement being undertaken in the month of October. No warning or apology offered by management.
A very large rat inhabited the rear courtyard and casually walked around as if it was a pet.
The male toilet in the dining area on the ground floor was closed off and possibly the cause of the drainage/sewage problem.
The full English breakfast was poor. Poached eggs were runny and under cooked, sausage was also under cooked. We avoided staying for the evening meal and decided to eat elsewhere in Oakham.
To be honest, I've stayed in better accommodation in third world countries.
Lovely Stay at Brook Whipper Oakham

Stayed at Brook Whipper Oakham for 5 night to explore the National Byway routes on my bike earlier in August 2021. The room I stayed in was very spacious with lots of storage space, beautiful furniture, very comfortable, clean and quiet. The hotel has a lovely courtyard, did very nice food and a minutes walk away from Oakham beautiful castle that is all lit up on a night. The staff where lovely and my bike was safely kept inside a function room at the hotel. I enjoyed my stay at the hotel and it’s ideal for exploring beautiful Rutland Water only a few minutes drive away,
Room for some improvement for their prices

They say you get what you pay for but in this case they need to do a little more for their charge. In the restaurant waiter in evening wears his mask around his neck and not over face, menu outside different price to inside, room ok but lacks. Recommend better tray of coffee/tea, shower very slow, sign on back of door shows fire route from another room, room lighting poor, no desk to work, dinner ok but nothing special. Wish I’d gone down the road for dinner. Breakfast slow service.
In terms of COVID, I didn’t feel very safe.
Lovely old building in the middle of Oakham though, with parking behind (if you can find it).
Lovely stay at the Whipper Inn

Myself and my girlfriend went for a relaxing break in Rutland and could not have chosen a more perfect place to stay!
The staff were absolutely wonderful and made our stay one to remember. I mentioned it was my girlfriend's birthday during our stay and came back after breakfast to find a birthday card and flowers in the room! Such a special touch.
We dined in twice during the stay, and the food was really tasty. There was a good selection on the menu. I recommend the lamb shank. The hotel has a lovely courtyard with great atmosphere to enjoy a drink as well.
The hotel is very close to Rutland Water or a day trip to Stamford. It's a great place for a staycation this year!

Very friendly and helpful staff and lovely cooked breakfast. Good food menu also with plenty of choice. Bedroom was a good sized family room. Getting hot water running was a bit difficult at first from tap and shower.
